Congenital blindness is when a child is born with visual exception. Adventitious is when it is caused by an accident or illness.
Incidence in the population

Educational implications
A compromise in the visual sense is by all means prohibitive in a General Education classroom. However, it is easier than ever to function in a GE classroom with computing technology including Braille computers, digital enlargers, braille printers and OCR scanners.
How the exceptionality affects learning
The affects of visual impairment are obvious on things that require sight, like images, reading, classroom lighting, etc. but their impairment will also serve to enhance other senses, like touch, and mental organization and memorization.
How the exceptionality affects the student’s ability to function in the classroom
Makes it hard for learners to read class materials if they can at all.
Specific interventions recommended for this exceptionality
Braille computers can help the completely blind learners. Large print texts are available from most textbook publishers, or can be turned into large text with magnifiers or scanners and printers. OCR scanners can be used to digitize textbooks to be printed by braille printers. Simple braille writers, or mechanical braille typwriters can be used for activities like math problems that are otherwise hard to format on a computer.
Accommodations
And example of a accommodation would be to digitize the text and print it in braille for the learner to use.
Modifications
An example of a modification would be to only assign a visually impaired learner a shorter essay to read.
Role of the general education teacher
GE teachers need to be able to recognize possible indicators of a visual impairment. They also need to be aware of accommodations that they must make in order to include the learner.

Technology in general being a key opportunity to participate in GE classes, but they also need to have vocational track to do a few jobs. Lets take for instance a computer programmer.
